
Pesticide Problems, Part 2: Legislative History of the 1972 Amendments

This article picks up where Part 1 ended, with an examination of FIFRA’s 1972 amendments, in which Congress rewrote the entire statute and put in place a policy that has largely remained unchanged in the following 54 years. Issues concerning the safety of pesticides began to appear post-World War II, as pesticide use and technology advanced rapidly, while contributing to a growing division between farmers and the non-farming public, between farmers and environmentalists, and between neighboring farmers.
